The implementation of the innovative development scenario of the Nizhni Novgorod region involves the creation
of legal, regulatory and financial institutions that promote the development of the innovation process at all stages:
from ideas to their realization in the market. The article analyzes the institutional conditions for the development and
innovation in the region, the reasons for insufficient activeness of the innovation process and identifies some promising
directions for improving the institutions of innovative development.
