| The article examines Ivan Trevoga's utopian projects concerning the establishment of academic scientific institutions
and a system of higher education institutions in Russia that he was going to propose to the Empress Katherine II.
The author concludes that if these projects had been realized, there would appear a wide social group of scholars in
