Abstract
Damping rates of plasma waves with frequencies close to upper hybrid frequency near the 4th electron gyroharmonic have been calculated. The results are compared with the data on the relaxation of the artificial radio emission of the ionosphere (AREI) obtained at the Sura facility. The comparison allows determining characteristics of plasma waves mostly contributing to the AREI generation.
