Radiation characteristics of a given nonstationary ring electric current in a homogeneous magnetoplasma are studied. For such a source in the ionospheric plasma, an expression for the total radiant energy is obtained and its distribution over the frequency and spatial spectra of excited waves as a function of the source parameters is analyzed. It is shown that a ring source of a comparatively small electric size in the case where its frequency spectrum is concentrated in the whistler range of a magnetoplasma excites radiation most efficiently in the resonance region of this range
