In the light of the marked tendency of modern second language learning to the integration of theoretical and pro- cedural constituents and fundamentalness of acquired knowledge, the role of new approaches and conceptions in keeping with the actual training conditions is significantly increasing. The considered theoretical model of second language learning whose essential characteristics are propositional functions replicates the system of intrinsic fea- tures of speech activity and thought by using universal units thus bringing both the phenomena together. The con- ception presented gives a new idea of techniques for forming second language competence.
