We show the differences in the innovative development of the federal districts and regions of Russia and the need to develop innovative regional programs that take account of particular regions' peculiarities. A technique is proposed for integrated evaluation of the innovative potential of regions, using a new approach to determining the weights of rated indicators on the basis of regression analysis. The method was tested for the calculation of integral indicators of innovation development of the Volga Federal District.
