The main methodological problems are considered arising in connection with the comprehensive use of the global fractal method proposed by the author and the method of fractional operators in modern science. A new paradigm of fractality based on a triad comprising fractals, fractional operators and scaling is proposed and justified. The relevance of the work is explained, above all, by an urgent need to comprehend fractality and chaos as a fully unified and integrated process to form «fractal natural science».
