We analyze the Regulations approved by His Imperial Majesty on subordination of Jews in the cities and districts to general administration with abolition of the Jewish kahal dated December 19, 1844 as a key source on regulation of Jewish community's independence . The emphasis is laid on the legislator's desire to destroy the Jewish community's self-rule while retaining compulsory military service for the Jews and inequality in taxes collected from the Jewish and the indigenous population. |
