Abstract
Based on Barbashin ? Krasovsky theorem, a technique is developed that allows making conclusions about the nature of Lyapunov stability of equilibriums of autonomous systems with partial dissipation on the basis of the character of secular stability and truncated equations of linear approximation. Technique was used to study equilibriums of a satellite carrying a two-degree-of-freedom powered gyroscope on a circular orbit
