The development of regional innovation clusters is one of the priorities of government regulation in many countries. An analysis of the innovation infrastructure of the Nizhni Novgorod region is carried out focusing on its main components and identifying the problems constraining the development of existing regional innovation clusters in the Nizhni Novgorod region and formation of new ones. Some measures are proposed to improve the innovation infrastructure in general and the personnel component in particular.
