A method of second-order closure is presented that is based on the representation of the density of the spectral energy transfer as a difference of two function arguments anti-symmetric to the interchange, thus removeing the major contradictions of the previous models of von Karman type, and the spectral energy balance equation takes the form of the Kolmogorov-Feller, its properties being used in constructing the model. |
