The authors examine the definition of terrorism as an important stage of the more general study of the concept of terrorism. Successful research of this phenomenon provides a basis for a more detailed analysis of terrorism and its political, economic, social and criminal dimensions. Comparative analysis of foreign experts’ approaches to the definition is made. The authors come to the conclusion that at present it seems to be impossible to work out a universal definition of terrorism. The reason is that lawyers, politicians and journalists apply political and other motivation when they discuss the definition.
