This article presents an analysis of the main conceptual elements and the dynamics of the European Neighbourhood Policy (ENP) aimed at minimizing potential international conflicts. Based on the empirical data concerning the ENP approach to some states of the South Caucasus, the author comes to the conclusion that the EU policy is far from effective implementation in real political processes. This policy, in fact, is part of the traditional paradigm of self - imposition practiced by the West. |
