The article examines actual characteristics of government and self-government of the Russian society and the state, as well as topical issues of interaction of these structures. The main focus is on the description and assessment of the relevant models of local self-government as a form of self-organization of the citizens' daily life and also as an important instrument to enhance democratic participation of citizens in the management of public affairs. An analysis of the main "problem spots" of Russian municipal practices suggests that in today's Russia, these issues can be resolved only by common efforts of governments and organizations that coordinate the activities of local government bodies.
