The purpose of the article is to reveal the main areas in the policy aimed at the development of the Arctic geopolitical region, the importance and naturalness of this policy for modern Russia. With the use of primary sources in their original language, the works of foreign and domestic researchers of the region and on the basis of a systemic analysis, we consider from a new perspective the main components of the policy to develop the Arctic from the standpoint of geopolitical, military-strategic, economic, legal, environmental, and even value-based factors. Major scientific and political problems of its discovery and «sectoral» development are differentiated. The authors arrive at the following conclusion: the process of preparing decisions on the Arctic should be interactive and should rely on an interdisciplinary analysis, the decision-making process should be integrated and should match the national interests of all key players in the region, both coastal and non-Arctic, regarding the methods and means of implementation of such decisions.
