| We propose an improvement to the model of the intergovernmental budgetary relations by means of forming appropriations in the federal budget to be allocated on a competitive basis between the regions of the Russian Federation on the principles of program and target budgeting. We have developed a technique for creating a stimulation fund for the best entities of the Russian Federation through proportional allocation of additional appropriations based on the assessment of the efficiency of public finance management in the subjects of the Russian Federation. With the aid of the technique, it is possible to stimulate financially stable and promising regions. |
