| In this article, we examine the process of development of the social service phenomenon in the history of Russia until the early twentieth century. Development stages of this activity are outlined, its characteristic forms and the system of government incentives are described. It is emphasized that the basis for social service in pre-revolutionary Russia was provided by society's powerful spiritual and moral potential. |
