| Based on the materials of domestic and foreign historians and archival materials, the structure of the governor's power and local government in Russia in the late 19th - early 20th centuries is analyzed. The evolution of the research- ers’ views on the powers and composition of the governor's authority is examined. It is shown that secular authorities implemented their authority in cooperation with the local ecclesiastical institutions. |
