The article provides an analysis of the provisions of Federal Law No. 217 dated July 21, 2014, which has introduced considerable changes in the regulation of the relations arising from the use of the housing facilities intended for social needs. We examine a new legal concept - a house for rent for social needs as well as a new contractual scheme - a con- tract for non-commercial rent of dwellings. The grounds for conclusion of such contract, its elements, the grounds and procedure of termination are described. The author compares the new contract with the existing contractual formats in the area of housing relations and criticizes certain points of Federal Law No. 217.
