| On the basis of the analysis of the budgetary legislation and documents of the last twenty years, the author demonstrates the evolution of Russian state’s attitude to defense and law enforcement agencies - from budgetary debts of public expenditures for national defense and «lingering» modernization of the armed forces in the first post-Soviet decade, to these agencies’ essential growth and extension of social guarantees for the Russian military personnel during the period of 2005-2014. |
