The article reviews the development of the international law of the sea after the Second World War in connection with the general trends of international relations and security problems during the Cold War. The chronological scope of the study spans the period from the «Truman proclamation» (1945) till the beginning of the III United Nations Conference on the Law of the Sea (1973). The aim of the study was to review the most important events in this process in the context of international security and relations between the superpowers and other actors of international relations, including developing countries. The main conclusion is that the possibility of reaching agreement on the key issues of the law of the sea were closely related to the state of international relations (the Cold War - D?tente) and the readiness of the superpowers to engage in dialogue.
