In this article, we study some problems of the maritime border of the Russian state in the Baltic region during the reign of Fyodor Ivanovich and Boris Godunov (1584-1605). At first, on the basis of the study of international agreements of Russia, the Livonian Order and the Swedish kingdom in the 16th century, we examine the jurisdiction of the Russian state on the rivers and lakes of the Baltic region as well as on the Baltic Sea. Next, an analysis is presented of the political and military practices of the Russian authorities on the territory of the Baltic counties of the Russian state regarding transborder migration situation and military troops movements. Based on our analysis, we make a conclusion about the absence of maritime boundaries and areas of jurisdiction at that time, both as a concept in the legal documents and as an object of control in the daily practices of the regional authorities.
