The article shows how the City Regulations of 1785 were put into practice in addressing the problems of city improvement of Moscow in the last quarter of the 18th century. The study is based on the material of the case of the construction of a mill on the river Sinichka in Lefortovo. On the basis of archival documents, one can restore the progress of the case as it was dealt with in different institutions, and the final results. We analyze the application of the articles of the 1785 City Regulations by the participants of the decision-making process. Based on the case materials, actions of institutions and officials are characterized.
