| The author examines the terms of «state», «treasury» and «fisc» from the viewpoint of civil liability of public entities and their officials. A historical survey of the issue is presented along with some materials of current judicial practice. It is concluded that the liability of public entities is a civil matter regardless of the reason for bringing them to justice. |
