The article describes the interaction between the Ministry of Education and universities in Russia in the evaluation of dissertations during the era of the «censorship terror». The authors analyzed and compared the legislative and clerical documents from the archives of the Ministry of Education, Moscow and Kazan Universities, curators’ archives, and the archive of the Moscow Censorship Committee. As a result of the study, the practices of expert examination of university research output at the end of the 1840s and early 1850s were reconstructed and the reasons for the change in censorship policy concerning dissertations at that time were identified.
