The article presents a study of the notion and causes of migration and gives an analysis of the legal regulation of migration policy problems in Russia and the European Union in order to work out new approaches and mechanisms for regulating migration in Russia. By analyzing the shortcomings of migration regulation by European Union, we can help Russia to avoid the mistakes made by the EU in solving migration problems. A careful study of the positive experience in the field of the EU migration policy will help competent bodies in Russia to work out the right migration strategy inside the country. Besides, an analysis of this interaction may contribute to the development of a joint action plan of the countries in order to regulate legal migration and to combat illegal migration.
