The objective of this article is to analyze the organization of sales of Russian artisanal goods to foreign markets by the government, zemstvos, private organizations and entrepreneurs across the Russian Empire in the period from the 1890s to 1917. The author considers the main ways of export development: participation in international industrial exhibitions, creating a system of traveling sales agents, improvement of customs tariffs and trade agreements, intensifying consular activities in this area. As a result of the analysis, the criticism of the agricultural department’s activity and the need to strengthen the private sector with state support has been justified.
