The Civil War, hunger, and economic devastation in Russia influenced the food policy of the Soviet government in 1918-1920. In order to provide city population and soldiers with food, the Soviet government introduced the control of food supplies. The government did not prevent population from finding additional food supplies, but it suppressed at-tempts of food speculation. |
