In today's world, governments of all states recognize the right to life as an exceptional value. However, declarations often differ from reality. Thus, over the past decade Russia has experienced an unprecedented, almost threefold decrease in the number of murders, which cannot be explained from the criminological point of view. According to some researchers, this may be attributed to the "drift" of murders to the area of latency or their "dissolution" in a mass of other crimes. The author uses the synchronous method to study relevant criminal law and law enforcement practices of some countries that belong to the continental legal family and comes to the conclusion that Russia trails behind developed European countries in terms of protection of its citizens against illegal encroachments and restoring the rights of crime victims.
