The main arguments presented by the participants of the public discussion organized by the authors in the form of round tables during the first quarter of 2016 are summarized in the scientific (doctrinal) expert opinion on the draft Federal law «Russian Federation Code of Administrative Offenses» (bill No. 957581-6). More than 20 scientists specializing in administrative law and representatives of various state bodies took part in the discussions. The expert opinion reflects the positive feedback as well as the bill's shortcomings grouped into five blocks: disadvantages of conceptual nature, including those that cannot be corrected; shortcomings in the General and Special parts of the draft; shortcomings of the bill regarding the administrative proceedings; corruption factors in the bill.
