This article presents an analysis of the constitutional values of the Russian Federation in the field of higher education. The authors undertake an attempt at theoretical understanding of the concept and forms of the development of constitutional values in the legislation. Some substantial aspects of the development of federal normative legal acts regulating relations in the field of higher education are also considered. The authors conclude that axiologically loaded provisions of the Constitution of the Russian Federation need to be reflected in the current legislation on higher education.
